-fidential Despatch of the 23rd. of September last,
I have
the honour to report that in July, 1908, and again in
January, 1909, applications were made to the Postmaster-
Conoral by the Imperial German Fost Office at Berlin for
the Geman Post Office at Canton to be accorded the pri-
-vilege of transmitting letters to Hongkong at the serie
rates as a ply in the case of letters sent through the
British, French and Chinese Fost Offices there, viz.:- 2
cents per half ounce.
Letters from the German and
Japanese Fost Offices at Canton were at the time, and still
are, only accepted for free delivery if franked at the
"Inion rate of 10 cents per 20 grammes.
